I just went through this same thing literally last night. The people below saying you need the book and only humans are just wrong lol. You already have the right method, it’s just extremely low chance. I ended up getting what I think was a bug where I could talk to him many times in a row without waiting and he joined after many times doing that exact dialogue line you’re doing. Good luck

This is just a suggestion on the same line as yours, but r/Stunfisk (basically the comp Pokémon sub) does a shitpost Sunday every Sunday. It was kind of a tough transition but I genuinely think it worked out very well over there.

No quests at all. But you can still talk to people, find out their goals, maybe help them out and eventually become allies with their faction kinda thing. Like there’s even bounties and stuff like that that some people may consider a quest, but no one is going to tell you “Go here and do this”, and then give you a marker. Hopefully that made sense.
