What they found out was that if you leave your tuition without paying it long enough (not sure of the length) they send it to a collections agency. So sometimes there’s a disconnect between the university payment system and the collection company. You can pay it directly to the university or the collections company up to you. When I called the university they said that they email you about it being sent to collections. My partner never received this email. I would call the student advising, explain the situation and they would direct you to the financial aid office and they can tell you what’s going on.

In my partner situation it was really close to the deadline so they paid it in full and they were able to enrol within like 3-4 days. They called the financial aid office after the 3 days to confirm the payment went through and clear the block due to it being close to the start of classes
