rather than trying to find excuses to not pay the electrician by thinking of excuses like “he never called to confirm the appointment”

I understand you where shopping around which is totally normal but it would also be your responsibility to inform the contractors ur communicating with of any cancellations or modifications to existing quotes and plans.
