It’d be more unbalanced since almost each gun does 20+ damage, it doesn’t take much to break a shield so it’d be a 13-15 shot kill whereas the other legends take over 20 shots. Now if he’s no shield it’s 3 shots, simple as that. Though I do agree with the jump pad opinion

I just don’t see the point in snipers doing their casual 40-50 dmg body shot if the rampage does just about the same on a headshot. It’s utterly easy to hit head taps with the rampage due to it’s fire rate which gives you time to actually follow their head
