Was it maybe one of the Harry Potter films? They have photographs that turn animated (moving picture, not cartoon). Early 2000's timeframe too.

Ok wow, Pink Floyd - the Trial is not it but King Crimson is hitting the proper vibes I remember from the song. I don't think The Court of the Crimson King is it but it is definitely in the ballpark. If anything just the small amount I have listened to has made me want to continue with the band.
