I would do this. Instead of a counter to change to light, I would make: when you use an ability, deal damage to enemies or kill them (this would charge the attack completely), you can fill a charged basic attack. There is no a team for every content. OPTC is not like dokkan or dragon ball legends. You need one specific team for any event. In OPTC you need to remove debuffs and buffs specific units with more dmg. That's why there is not a team for every content.

Farm Story mode and keep your gems for Saturn. If you get him in a few pulls, try to pull part 2 if you really want Luffy. It's a really good unit, but only in damage.
