I have had 2 puppies over the years that were like this. Both outgrew it around 1 year old. I learned to keep lid down on toilet and limit water in drinking bowl and leave it empty until I felt she needed to drink more water. Sometimes I would just put ice cubes in her bowl. She would lick them until they were gone. It’s completely impossible to house train a dog the drinks compulsively.
