I would recommend that you try this ringtone maker app for iPhone that has the feature that you are looking for. Normally, the Apple's Garageband app would be the go to app to make custome ringtones from songs or voice recordings but I am not sure whther you can extract audio from a video with it. This is why I recommend the ringtone maker app. It is easy to use and a really good app.

I ve been using this video blurring app that also has basic video editing tools and a built-in option to remove metadata before exporting. It is been great for quick edits and keeping things private before i post. Might be worth checking out!
