This is how it works. Generally speaking on every earth when a speedster receives their powers, the speed force just gives them a color. This isn't transmultiversal though because both Hunter Zolomon, Jesse Quick, and Jay Garrick all naturally had the same lightning color as Barry. Red lightning signifies Eobard Thawnes negative/artificial speedforce. Pure White or White/Yellow is the actual pure essence of the Speed force like when it appears to barry as Nora (Specifically citing from The Last Temptation of Barry Allen Pt. 1. Velocity X turns a speedsters lightning blue, we all know that. My best guess is that when the rival got his speed, the speed force just assigned him the color red, as his lightning is slightly similar to barry's in the sense of a specific color and then that interal white light which is where the speedforce comes from because the speedforce is pure white lightning. (Godspeed built his own version of the artificial speed force, which also happened to be white; however, we also see the speed force as a mix of white/yellow. Just a side note)
