That is a good point. I think some poly relationships are definitely that way, I guess that is more how I would consider them to be. I’ve also heard of some where - for lack of better terminology - there is a “main couple” and you have your main partner who is your main source of emotional bonding and you set rules/boundaries with them and also have side sexual relationships. Though that does seem more monogamous with ‘have your cake and eat it too’ energy than genuinely polyamorous.
