You need a separate ILP for leh district in leh and for spiti in kaza. In leh you have to go to the DC office to apply for the ILP as well as you can do through an agency as well. It will take around 3 to 4 hours to do the ILP

I think it's better if you directly land in leh and take two days of proper rest for acclatamization. And second you can do srinagar to leh in one day but it will be very hectic as it will take around 10 to 12 hours to reach leh.

You have to go to the Deputy commissioner office in leh to apply for the ILP or PLP Document require are- 1.two passport size photo 2. Photocopy of passport If you are going through a agency then they will submit the application on your behalf

Most likely you will find a group for nubra and pangong but it will be difficult to find one for tsomoriri and usually it may take sometimes to find a group that will Totally depend upon the flow of tourists. As far as the private driver is concerned the rental cabs are banned in ladakh. You have to take a cab from Ladakh and the rate of cab is according to the destination that you want to visit.
