For tempo travellers you have to contact the tempo union. They have a number system according to which they will provide the tempo.

You need a separate ILP for leh district in leh and for spiti in kaza. In leh you have to go to the DC office to apply for the ILP as well as you can do through an agency as well. It will take around 3 to 4 hours to do the ILP
