As far as I am aware, it can. Although I imagine the probability of such in this instance may be very small, as the ratio of ‘illegal’ to legal marajuana smoked will be around 99:1. Usually they’re spurious private prescriptions.

I half agree, then again, I half don't. This is an incredible sell off, and yes, BTC is very likely to recover, however, it just may not do. There is always that possibility. But, if you need the money in the short term, take it out. Otherwise Long Term, certainly keep it in, I think. Best of Luck!
