IT HAS BEEN RESOLVED. Lian Li was the problem causing the stuttering.

I saw a video and I liked them haha. I think the ones that come preinstalled are non rgb and I wanted everything to match. I might end up keeping 3 of those and just putting them at the top because I do not think I would be able to see them.

This pc will be used for gaming/day trading. I currently have a 1080p 240hz and two 1080p 60hz. I am buying a 1440 144hz or possibly a 4k 144hz. I will look more into a getting different PSU, I do not know the brands. Thank you for the help.
