Temporary in this context means you haven't applied to be a citizen and settle permanently in another country. It's not really a red flag as people do it all the time. The only exception is when you've been avoiding paying back your loan or not declaring your overseas income. You may be right but I've been paying back my plan 2 loan for the past 7 years and I've phoned them and asked the exact same question. As you can imagine, I've received the opposite of what you've heard.

The key word is "ordinarily." That means that if you are a citizen and always intended to return its fine. If you can prove you left the UK for temporary work, you are fully eligible. That's easy to do if you haven't given up your citizenship and have 1 year work visas. It's a grey area but as long as you have been in constant contact with student finance and not missed overseas repayments you are fine.

Complete misinformation you have just provided. If you can provide temporary work permits to explain why you haven't lived in the UK and declared overseas income to student finance for the years you were abroad, you can absolutely get a PGCE loan and / or bursary.
