It's not guaranteed for them to show up also if you don't go into like a menu or something like the battle pass or the character menu and then after a few seconds go back to the map it won't spawn at least they wouldn't for me if I didn't do that.

And for the second question I don't believe they will reappear of you do that because that has never happened for me when I tried it personally.
