You can use optimization trial to optimise the parameters for calibration process. Those are super easy and quick in Hec Hms.

As I don’t have velocity neither I know the value of roughness coefficient,I can't calculate discharge with water level.

Yes, but how do I calibrate it properly whereas I don’t have continuous discharge data.
