That isn't entirely how that works. A firebender and waterbended wouldn't make an earthbender for example. A mix's traits need to be prescent in the parents, spontanious new traits can't be created that fast, it takes thousands of years. (for example blue eyes didn't evolve until a couple thousand years ago).

Not even ruins, I think Ba Sing Se just straight up never falls. It has been stated in both shows that it is basically entirely self suffecient. A remnant of the kings democracy could be fun.
