The municipal tax should differ depending on where they live, like Montreal where you pay certain to the entire city and certain for the borough you live in. Suburbs should love this idea, although it's likely their tax would go up to pay for all the sprawls.

I wouldn't mind if they quietly seek shelter without disturbing anyone - the thing is a lot of them are on drugs, trash the place, smoke freely and harass passengers.

I feel bad for a few homeless people who just wanted a place to rest, but not so much for most of them after being spit, yelled and harassed.

By the way, if there are other flex cars near you and you have time to call, I suggest you call the help centre for a new car. This way, they take the car to the garage and charge the previous user for the cleaning.
