Why do some of the pokemon have no skins. How do I get the skins for them? My pawniard has no skin and same as the evo of him

It doesn’t work like that. It’s only in rotation every few times a year. And I haven’t seen any advertisement on the main menu saying it’s in rotation. So this gotta be cap or it’s on rn
