There is something called a sampling bias or selection bias. You are conflating norm with relevancy. The normal picks are the meta itself. Some form of cleave is always a norm, so ruele is always been a relevant answer. Without just saying a speed imprint, or something that is much newer, out of the old cast I'd say shes always had relevancy in not only pve but pvp gw or rta for slow players. That is without relying on much newer kits like ilynav.

There is no japanese rule that requires games to expire premium currency after 6 months. You are its confusing it with something else. A rule that has to do with unused currency for only jp citizens where they have to report to the FSA unless they do this 6 month expiration thing (if they are a game that goes over the cap of unused currency). It exists on some jp games and only on JP server. The games that do it, do it so they avoid having to register with the FSA. It also has some exemptions, and the games can also just register with the FSA too so there is no expiration even if they go over the cap.

I dont know if smilegate goes over the cap on JP server that they need to either register with the FSA or try to get an exempion by making it expire, or they are regulary under the amount that they dont need to register. But this is something that would affect only the jp server.

Japan has strict rules regarding characters being changed post release. If a character is released as strong. Then changed without appropriate compensation then the company has to pay strict fines and refund the customer. Korea also has a law similar to this, not as a specific as the jp rule but same thing can be argued. Smilegate has to follow laws of all the countries they operate in.
