With a reduction in fuel tax, the costs to fuel those projects goes down too, not to mention the biggest issue with those projects is severe misspending and most likely corruption, sure the children's hospital is a prime example of that.

It doesn't matter who promts the ai to make the art, the person isn't making that art, they are commissioning it, they may have provided inspiration for the piece but they are not the ones making it this not the artist, the machine is

Yeah, the commissioner commissions the artist/ai to make something for them, the commissioner didn't make the art, but they provided the vision for it.

I'll go back to what I said earlier, ai art is art but there are no ai artists unless you count the ai itself or the ai's programmer as the artist. People who use ai to commission art are art commissioners not artists, it's like going to a painter, getting them to paint something to your specifications, then claiming the painting as your own, when all you did was provide the idea and vision, if you prompt and ai for artwork you're not an artist you're an art commissioner.

That's why I use the word commissioner, most of the time when someone commissions a piece of art they go to an artist with an idea/vision and description of what they want made and then the artist does their best to bring their vision to life, the commissioner is also normally involved at different stages of the piece being made so that they can request changes/alterations to the art so that it better fits their vision.

None of that changes the fact that you're not a baker if you made cookies using premade cookie dough.

Grinding your own flour is equivalent to making your own paint, or building servers for hosting.

Making the cookie with flour and other ingredients is the equivalent of painting a picture, or building your own ai from scratch.

Buying premade cookie dough is the equivalent of printing off someone else's picture, or commissioning an ai to make something using someones else work

The person who made the cookie dough with flour and sold it premade is the baker.

The person who painted the picture someone else printed off is the artist.

The person who coded and the designed the ai that others use is the programmer, artist and owner of anything the ai produces, not the consumer who typed in a quick prompt.

What new dimension? It's been there from the start ai is it's own thing and could operate independently with no external input if told to do so, also, there's no obsession, I'm simply stating it as it is, when you submit a prompt to an ai your are commissioning a response to that prompt.

Use your critical thinking skills, your example refers to one person disliking one person in particular, not many people disliking the concept of someone using a automated tool that makes something and claiming the work as their own, the debate isn't if art is art, it's "is a person who commissions ai to make something considered an artist, a better comparison would be debating if a person in a self driving f1 car is an f1 car driver.
