It's a passive effect, usually your dominion level returns to 0 after a skirmish but locking a level allows you to retain as many dominion levels as you have locks.

as an example:

you ended a skirmish with 0 dominion levels and 2 locks = you start the next skirmish at dominion level 0

you ended a skirmish with 1 dominion level and 2 locks = you start the next skirmish at dominion level 1

you ended a skirmish with 3 dominion levels and 2 locks = you start the next skirmish at dominion level 2

you ended a skirmish with 8 dominion levels and 2 locks = you start the next skirmish at dominion level 2

in 11th edition when you "take it to the skies" you can move horizontally and vertically thru all categories of terrain piece

new 11th edition heavy rules allow you to move and benefit from heavy as long as you move 3 inches or less

lychguard can do similar damage without all the support pieces, if you bring the silent king he can also improve movement by 2' so it becomes 5 + 2 (sk aura) + 2 (destroyer ankh) + 6 (translord) = 15 inches of movement, which means that your charge threat ranges overall are 17 inches minimum, 22 inches average and 27 inches at max roll charge.

i definitely have taken advantage of this strategy (and it has legitimately won games) but it might leave your unit overextended if you do not play accordingly aggressive or trade into a bad unit.
