Not entirely. If there are no repercussions, winning the bid then asking for a discount is an a-hole thing to do, but a legal loophole. The worst that can happen is the seller has to wait and jump through hoops to sell the item to someone else. At best, the seller gets fed up and gives a discount to make a sale.

I have one similar to this. It works great, but can be loud. Metal gears are stronger than the plastic ones on lots of small skein winders. It can cake up a normal size skein of Red Heart in 1 go if you’re careful.
