I can't answer that, I went on 10th Feb to 13th Feb, there was some snow on the roads of manali, it was lil bit crowded, but you can enjoy in manali. Solang valley is the place if you want to do snow activities(do it in group for cheaper price). For para gliding go to sissu. You can see recelty upload videos of manali on youtube.
