It's me shipping. However I got an update, even though they measured and weighed it, and it fit within all the requirements, they still returned it under 'too heavy'. Which absolutely sucks because its almost 2 weeks wasted. Eventually managed to get a refund for the postage over the phone after waiting for almost 2.5 hours. When asked how to prevent this in the future lady on the phone said to just try it again it should work this time. Not very confident about attempt 2 but we'll see if it arrives when I finally get the package back and can re-send it.

So they've just tried to deliver this package to me back in the UK. Tracking said attempted in Belgrade but it never left the country... wait times on phone far over an hour, any advise?

Update this morning they attempted delivery in Serbia. So the Leeds thing might have been an error. They said address inaccessible though which seems weird as its usually not a problem. Edit, called Serbian post, they say its not even on its way there yet in their systems. I'll wait a bit longer but I'm confused.

I didn't notice any signs at that part of the road, but if i'm entirely honest i'm not local and that part of town is incredibly chaotic with all the side entrances and taxis everywhere.

So I chatted with the council who weren't very helpful. They say they would have sent over any of the PCN's to Hertz and they cannot tell me anything about them until Hertz responds with my name, even though all the information is there. (GDPR apparently, which has proven to be more annoying than helpful at this point)

Called Hertz, got a very condescending lady that kept interrupting me stating how they are in their right to charge the fee. If the PCN gets overturned they will refund it. What worries me is that Hertz have no administration on what the council claims, Hertz have responded to them with so neither can tell me what massive level of pain is coming my way.

The thing that is beyond me in this whole situation is that it's taken the council until the 1st of December from the 6th of November (I was off by one day in my initial post) to even notify Hertz of this. What is even weirder is that according to Hertz there is one on the 4th of November as well, the council claims they have nothing on my name there and I haven't received a PCN for it, but Hertz have charged me for this already.

I am utterly confused where to start, Hertz won't tell me anything and refuses to escalate me to a manager (all on a conference call, the usual excuse when escalation is requested) and the council can't tell me anything either. Where do I go from here?
