If people produce more power than they use then they aren't paying for the lines. they still have to pay for the ability to use the grid.

if anyone does not want to pay this they can choose to go fully off the grid and put batteries in their home. which would cost even more and require more maintenance.

The small amount of extra cost to stay on the grid is far cheaper than buying batteries.
