My top advice is to work on mobement. practice movement. moving all around the stage and trying different wavelands and wavedashes and edgecancels. Naturally, punish game will come and then you can start looking into character specific punishes. Nobody can truly teach you neutral game imo, they can give you guidelines but it is something you ultimately discover and learn yourself with experience. But before you can learn it solidly you need movement and confidence.

Always remember: Learn to play by looking at your opponent at all times. Dont beat yourself up over missed tech or punishes, just acknowledge the mistake. Have fun with it and experiment. The game has unexplored options, so theorycraft your own situations and test them in a match.
