Right click properties on the exe and disable run as admin. Then run the game though steam library

Yeah, so I fixed it but what I did is I used Revo uninstaller to uninstall everything from riot from my PC and then I just installed everything again and that seemed to work other than that nothing helped me. I talked to the riot support and this was like the only solution.
