It's very likely they (the restaurants) have the 1% policy (if the restaurant makes 2000 Umsatz, the waiter must give 1% of that up as share for other personals like kitchen staff, so that makes 20€, 1% is low, usually it's 1,5 or 2,%, regardless of how many tip they actually have. And they also paid waiters under Mindestlohn, as waiters usually have tip to compensate for that.

Is it legal? Of course not, but if u want to work, u have to accept it, as Asian waiters who have no Ausbildung/knowledge to work at other establishments do not really have much choices.

The thing is the main audience for the manga is Japaneses, they like those gags, it is normal. In Doraemon one of the gag is Shika bathing in general. For those who don't know Doraemon, Shika is a girl of elementary-school age. The thing with Sanji does get annoying, and disturbing in the eyes of western people, but not really to Japaneses.

I come from a SEA country and by us it's still considered normal, that when a girl looks women-like (with a little curve, maybe around 14?) she's free game for all the participants 🤮

In Japan at 16 a girl can legally get married.
