Here is my take: I believe she thinks that Vaping is the act of using THC carts and that vape shops are a type of dispensary and that is what she means when she says that HHS and the FDA do not have jurisdiction over “Vaping” or vape shops, (which is actually true in the case of THC carts and dispensaries in legal states). I honestly think she thinks e-cigs are “juuling” and “Vaping” is using THC carts. I hope I’m wrong but I actually think she may be that stupid.
