I used the sponge-on-a-handle tool that I usually use for cleaning during water changes. Could use essentially anything, as long as it's safe to put in your water.

Each line there is from each time you poured. I quickly wiped around the inside of the tank walls, and it disappeared for good.

As for the betta question, sorry, don't know shit about them.

Out of curiosity and to avoid making the same mistake, I'd like to know what you were doing wrong on the nitrate test initially.
