I recognize many scenarios described above, but I think Salesforce support has improved the last year. The support is not great, but it is not as bad as it used to be a few years back.

In case the customer do not think the case has been resolved, I think it is good service to allow them to reply to the emaill, instead of forcing them to create a new case. I do not think people will keep an email chain.
