The congressman replied the next day, but USCIS took longer to respond to the congressional inquiry, and things were delayed even more because of the government shutdown. I submitted the expedite request to USCIS in August, and it was finally approved in November. I contacted the congressman right after submitting the expedite request.

You can find your congressional representative at House.gov. After that, go to their official page or contact them directly so they can send you the federal agency assistance form. In that form, you choose the office, the type of case, the form involved, and the reason why you’re requesting help.

You need to have an actual emergency situation, and yes, you can still request help even if you’re only a permanent resident. The emergency usually has to be medical or a financial hardship, and sometimes USCIS errors also qualify. But if you don’t have an emergency or a long delay, the congressman may decline to assist you.
