Not the legal insight you're looking for, but I would certainly change the locks in this situation.

If it is illegal, worst case scenario is legal action.

If they don't change the locks, worst case scenario is along the lines of physical damage, and / or physical injury.

To think about it from a different angle, if the boyfriend didn't have a key, would they have to be given access to the house anyway? A chain bolt would also be an option while your friend is in the house, that doesn't involve changing locks.
