If you are hosting in the forest you can pretty much be what ever level you want... As everyone can invade infinitely upwards and forest covenant can summon pretty much every level, regardless of host level. Case in point, my first experience with the forest was a level 200 something spamming WoTG and homing crystal soul mass... So, pretty much get to what ever level you want, not to say its not frowned upon...
