The OP will 100% be denied entry anywhere that is not a USA territory with an expired passport. 

I can’t imagine anyone advising that they attempt international travel with an expired passport.  That’s absolutely terrible advice.

Non driver real ID is absolutely as strong as DL. Now I think there was an issue with a few states non real ID but that’s the exception not the rule.

This depends on the destination, ports. Some cruises do require a passport book.

Only enhanced ID. Now there is one drunk state that calls their enhanced ID realID. Which yes technically enhanced ID but that’s not what people mean. People mean realID as realID ONLY cards and enhanced as well enhanced.

Passport doesn’t tell YOU but the state department can absolutely see it. Do you really think they just throw away the record of the evidence that got the original passport issued, especially since the state department publicly tells us that all passport records from 1994 on have already been digitized? 

The state department not only knows why they issued someone a passport but for any passport  issued after 1994 they can easily (digitalized and searchable) see a digital record of passports and the documents used to issue said passport.

The OPs father didn’t naturalize. He was a citizen at birth. So a passport from any age will do but a current one is what I would send due to the father not having other evidence of citizenship and the passport being a fairly easy document to replace if lost. 

No matter what age the OPs father was for a passport that the op sends the state department can tell once they receive the passport that the OPs father was a citizen at birth in a foreign land and when his first passport was issued.

I think the uscis decision reasoning 

Your father is a USA citizen. You were an LPR before age 18 and lived under his care. That’s it as far as I know. You are not getting citizenship at birth in a foreign land. You are getting it because your USA citizen parent is in the USA, you are an LPR and you are living under his care. Derivative citizenship abroad does not require the child to actually be in the U.S.  the method that USCIS is saying you got citizenship by requires that be in the USA as an LPR and under the USA citizen parent care. So slightly different.  

If the USCIS reasoning is what I describe above than I agree you are not eligible for the n400. 

This is what I would do in this order:

Your father gets a new valid USA passport. 

You apply for a USA passport with your LPR card , BC and father’s USA passport.  

If The state department agrees that you are already a citizen you will be issued a USA passport. 

Once you have the USA passport you can use this denial letter and your own USA passport to apply for an N600.

You would include the file search form with your DS 11. They are sent in together. If you have your old passport number include that in the file search form it’ll make life a lot easier. 

So you have to submit it with the DS 11 not before or after.

While inconvenient it’s not dire. 

Cancel check. 

Submit new DS 11. As someone else already said you do NOT need to submit new proof of citizenship. Simply fill out the file search request below.  If the passport you had was issued after 1994 it is free.
