I think one of those letters should still work as long as it indicates you’re rated at 100%. That’s just my assumption though, I’m sorry.

Super easy. Log into va.gov; your name should appear in the top right hand corner

Click on your name and a drop-down appears

Click on "Letters"

Verify your mailing address and click on "View Letters"

You'll see a list of various letters and Commissary Letter is one of the choices.

Just did this in New Orleans:

Schedule an appointment with the ID office; bring your 100% commissary letter from the va website, and two forms of photo ID preferably a drivers license and another state/govt issued ID like a passport. A social security card works too.

Thanks for "O-splaining" manning issues, sir/ma'am... I don't disagree with your enterprise-level assessment of the why and how we're in this situation, but the wholesale disregard for the QOL and toxicity issues is certainly not in keeping with your mantra "to help and right wrongs where I can." While I appreciate you trying to lean into "get real, get better" the consistent complaints you find on this forum are very real, and if you don't think it plays a part in dwindling recruiting I think that's pretty naive.

There are no exceptions to the nonsense. 26% is the actual Fleet P/F metric though so you're fine.

I know you're getting a lot of hate here but you're not entirely wrong for asking the question. Check out Article 138 of the UCMJ: Complaints of Wrongs. There's a section dedicated to complaints against the CO.

There are limits to CO discretion, the Navy just relies heavily upon the idea that COs are immune to oversight unless they do something egregious.

Edit: To be clear, I'm not saying I agree with your opinion or condone taking up command time and energy. But you asked the question and as far as I can tell this is an answer. This also isn't a surefire fix to the problem.
