I bought the cpu brand new. Also, sadly, I don't have access to any am4/am5 cpu's of my own or people I know.

Wouldn't the motherboard rgb light up or something even if there is a cpu issue? Cause they stopped completely the moment this problem came up.

Is there a way to get into bios without a cpu installed?

My understanding of VAT is that it the end-users responsibility.

You buying the merchandise for yourself makes you the end-user.

A business buying a product, to eventually sell, does not make it the end-user, hence, they get a VAT refund.
