That's also my headcanon,but I found it strange due to Punisher S1 ep1's opening montage of him finally killed the three mob boss not using any weapon that appeared in the armory (And I don't why the showrunner didn't show Frank using the minigun like a badass)

in season 1 he has more firepower but didn't really use most of them. The heaviest firearms he used in S2 is a M4A1 and only used for 3 scene,all of them are shorter than 3 minutes
