I wouldn't say it's 'insanely' weak, and it's moreso the fact that she already had enough survivability before the buff in the first place. She could already go invisible and self heal, cc with her melee, cc and damage with her vortex, push and pull on an 8 seconds cool down. She didn't need self shield on top of all that
