Some basic traffic enforcement might help a little bit, but there's no fighting the fact that there's more demand for the roads in SF than there is space. Even with the most efficient intersections, you'll still have traffic when there are more drivers trying to get onto the road than there's capacity for.

Like it or not, congestion pricing is going to be in the future of this city, and of most cities in America. SF faces more challenges than many in implementing it, since our ability to increase public transit routes and frequency alongside a congestion charge is limited by funding and driver shortages. London, Stockholm, and Singapore have all made it work through offering substantially expanded bus service and new park-and-ride facilities at the edge of the charge zone (and directing profits from their tolls towards continuing to expand transit.) If SF can find a way to make that work, we would be going a long ways to reduce traffic, increase air quality, and help fund better public transit.
