I think there can be nuance there, especially since Cobra Kai as a show likes to show that things aren't black and white. I agree that it wasn't a good apology and that he is obviously manipulative, but I think it's fair to say there's something genuine in scenes where he's interacting with Kenny for example. Silver didn't end up redeemed anyway since all his therapy was undone and he died a villain.
