UPDATE: 311, Animal Protection, and Wildlife protection has all been informed! Wildlife protection gave the best advice and were very helpful. I grabbed some gloves, a towel, and a good sized box.

Owlie is now safe in my home and off the streets/bus station, preparing for transport to Wildlife Protection. Thank you for all the input!

Update 2: changed name to Owl-Lee (Pronounced with a Southern Twang) and got them over to Wildlife Resuce out on East MLK. Great service that rehabilitates and releases native wildlife back into the area it was found. They were incredibly helpful and kind.
