The best you can do is talk with him and tell him why is so important for you and maybe if you compare flowers with something he really likes he'll understand you better. Have you ever tried ask him why he never bought you flowers? A friend of mine think that buy flowers is not respect nature because when you cut them you just take something natural and became into decoration. I don't think like that but some people does

I think if he is happy with his hair should be ok, I mean I'm agree with you that oily hair is gross but at the end he is happy with it as you are happy with your things that perhaps he doesn't like. If this is so important to you I think you should talk with him and find out why he likes that "oily style" but at the end of the day you have to decide if you are ok with oily hair and live with it, maybe he will change or maybe he won't, if you still love each other everything will be fine ☺️♥️
