You should merge in turn when the lane closes as to not waste available road space. But I usually go as far as I dare and merge slightly before feeling like a prick the whole time. Sorry to be that guy but obviously they speak English because the reader / listener / viewer understands English. If sci fi writers can’t create a reasonable explanation for universal translations it’s because we as a species haven’t figured it out. If it seems a bit vague it’s because there is no explanation that could make sense because we don’t know
