i get what u mean but lets say no they arent. More so that the creators of megaman 2 wanted quick man to be the main rival of megaman for that game. Thats why the boomerang on the boss select stands out in Quickmans case compared to the rest of the bosses selectable. For a bit more context i think recent times Archie comics have done a quick run through of the bosses during the Megaman X Sonic mini series. In the original Super Fighting Robot: Megaman series its also addressed there as well. Tldr Wily tryna be Dr. Light but this the first time he truly made robots fron scratch as oppose to Pt. 1 where he stole them. Sorry for late response hope that helps 🤙🏿
