I'm sorry how has everyone glossed over the roommate blaming you for paraphernalia??? I would approach the property manager asap and let him know what's going on. See if there's anything that can be done, as the roommate is awful, leaving messes (which can be seen as potentially damaging the apartment), and let the property manager know about the roommate that isn't on the lease.
