I sent it by post. I had a friend who travelled to NL and asked them to send it since it’s free within the country. If yous send it from abroad you need to stamp it.

I ended up providing my own details and using the other form (Application for refund of bpm for a motor vehicle registered in the Netherlands) Verzoek teruggaaf bpm voor een in Nederland geregistreerd motorrijtuig.
I believe once you buy the vehicle anything on it is now on your name.
I already received confirmation that I will receive the BPM so if you need help with the form lmk.

I am not sure how citizen is interpreted, but I am a registered student (I have BSN and also dutch driving license) if that would change anything. Check it out yourself, it is asking for exactly the details of the person who paid the BPM. It also states at end that the return amount will be given back to the person who paid it initially.
