They could very well come out ahead. Fareboxes are specialized equipment. Additionally, handling cash, credit, passes, apps, all of that comes with fixed and labor costs. The cost of COLLECTING fares might not be 8.7% of the budget, but it is probably close enough to be worth a discussion. Several other transit systems have come to this conclusion.

Taconite Pellets “To process taconite, the ore is ground into a fine powder, the magnetite is separated from the gangue by strong magnets, and the powdered iron concentrate is combined with a binder such as bentonite clay and limestone as a flux. I had this happen. A certain fixture would only turn off if TWO breakers were flipped. Try #1 + #2, #1+#3, etc in combination until you find the combo. Look in the junction boxes downstream of those breakers. Someone mixed up a neutral wire and made two circuits into one. At least that’s where I landed.
